The Feasibility Study draws on a range of information sources, including participation data, demographic trends, population forecasts, facility usage information, community feedback and industry benchmarks. Existing attendance data is important, but future needs will also be considered.

The Leeming Recreation Centre project is being considered alongside the City's broader strategic planning for sport and recreation facilities. The needs of indoor sport, outdoor sport, community recreation and local clubs will all form part of future planning considerations for the municipality. Importantly, city-wide planning is an ongoing and evolutionary process as community needs change over time; as such there are always going to be instances when broader strategic planning is developed, however individual projects and proposals need to develop.

The Feasibility Study will assess both the community benefits and the ongoing operational costs of any future facility. The aim is to identify a mix of facilities and services that meet community needs while seeking long-term financial sustainability.

The financial performance of any future facility will depend on the final mix of services, facilities and operational arrangements. Detailed modelling will be undertaken through the Feasibility Study to assess both operational performance, coupled with long-term facility lifecycle costs. Most facilities across the Perth Metropolitan area are subsidised by the local government one way or another, however higher performing facilities are close to breaking even excluding depreciation.

Environmental sustainability is a key principle of the project. Future redevelopment options may consider elements such as passive ventilation, energy-efficient design, renewable energy generation, landscaping and other measures that improve environmental performance and reduce operating costs.

Potential sustainability initiatives, including solar energy generation and community battery storage, may be considered as part of the study. Suggestions raised by the community will help inform investigations.

Public access to toilet facilities is currently available through Leeming Recreation Centre, with the centre operators providing access to toilets inside the facility and signage installed to help visitors locate them. No additional public toilets are proposed in the short term.

Any future redevelopment is expected to include public toilet facilities closer to the park. The future facility would also include supporting amenities for outdoor sport, such as player and umpire change rooms and storage.
