The City is undertaking a detailed Feasibility Study to investigate the future redevelopment of the Leeming Recreation Centre.

This follows completion of the Needs Analysis and Pre-Feasibility Study, and Council’s May 2026 decision to progress planning focused on Option 4 - Demolish and Rebuild.

Council endorsed the commencement of Stage 2: the Detailed Feasibility Study.

The study will inform future decisions about the project’s scope, location, concept design, affordability, funding and delivery.

Further Council decisions will be required before any redevelopment can proceed.

Leeming Recreation Centre is ageing and approaching the end of its useful life.

Earlier investigations identified issues including accessibility and compliance matters, ageing building services, roof issues, functional limitations and uncertainty associated with the existing building.

There will be several opportunities for the community to help shape the future of Leeming Recreation Centre.

During Phase 1 of engagement, the community can influence the guiding principles, facility priorities and location considerations. This feedback will inform the Feasibility Study and the development of a draft concept design.

During Phase 2, the community will be invited to provide feedback on the draft concept design, including the facilities, layout, access and user experience, before it is finalised.

Some aspects will depend on technical investigations, site constraints, costs, funding opportunities, lease arrangements and future Council decisions. Community feedback will be considered alongside this work and reported to Council.

The Study will investigate redevelopment on the existing site and potential alternative locations within the wider precinct. Each option will be assessed against community feedback, planning requirements, land ownership, traffic, access, environmental impacts, school requirements, nearby land uses, costs and funding opportunities

The Pre-Feasibility Study considered:

1. Maintaining the existing facility.
2. Substantially refurbishing the existing facility.
3. Demolishing the facility without replacing it.
4. Demolishing and redeveloping the facility.

The Pre-Feasibility Study found that refurbishment would:

• require major investment
• involve significant latent-condition risk
• cause substantial disruption
• provide more limited improvements to functionality and accessibility than redevelopment
• present ongoing uncertainty associated with the existing building.

The centre will continue to operate while planning progresses.

The City is also investigating the maintenance requirements of the existing facility.

One matter for the Feasibility Study is whether the existing centre could continue operating during construction by locating the replacement facility elsewhere within the precinct.
