Needs Analysis and Pre-Feasibility Study

The City of Melville has been investigating options for the future of the Leeming Recreation Centre (LRC), which is approaching the end of its operational life and no longer meets some contemporary facility standards.

Recognising the centre's importance to the community, Council commenced a needs analysis and pre-feasibility study to better understand current and future recreation needs, explore potential redevelopment opportunities and identify possible options for the facility's future.

PAATSCH Group was engaged to undertake a detailed Needs Analysis and Pre-Feasibility Study for the Leeming Recreation Centre Redevelopment.

The Study included:

  • Assessing current and future community infrastructure needs
  • Reviewing participation trends and recreation demand
  • Exploring potential commercial opportunities
  • Investigating options for the future provision and management of the facility
  • Seeking input from centre users, stakeholders and local groups

The findings were used to inform Council's consideration of future options for the site.

Community and stakeholder engagement

As part of the study, consultation was undertaken with key stakeholders, user groups and community representatives to better understand how the facility is currently used and what future recreation needs may look like.

Council consideration

In June 2025, Council noted the findings of the needs analysis.

In May 2026, Council received the Leeming Recreation Centre Pre-Feasibility Study and endorsed progressing the project to the next stage by allocating funding in the draft 2026/27 Annual Budget for a detailed feasibility study.

Council endorsed further investigation of Option 4 - Demolish and Rebuild, including consideration of redevelopment on the existing site or at an alternative location within the precinct.

What happens next?

The project has now moved into Stage 2: the Detailed Feasibility Study.

This stage will include:

  • Broader community engagement
  • Further collaboration with the Department of Education and Leeming Senior High School
  • Concept planning and design investigations
  • Cost modelling
  • Assessment of potential funding opportunities

Community feedback gathered during this stage will help shape the study and inform future Council decisions.
