Planning for the future

Morris Buzacott Reserve is one of the City’s largest sporting reserves and an important hub for sport, recreation and community activities in Kardinya. It is home to sporting clubs and community organisations and includes sporting facilities, community spaces, open grassed areas and parking.

What is a Site Development Plan?

A Site Development Plan (SDP) sets out a long-term vision for how a reserve could develop and improve over time. It brings together the needs of reserve users, future infrastructure requirements and potential improvement projects to help guide future planning and investment.

The SDP helps ensure future improvements are strategic, sustainable and responsive to the needs of sporting clubs, community groups and the broader community. By taking a planned approach to renewing and improving infrastructure, the City aims to keep Morris Buzacott Reserve a safe, inclusive and valued community space for generations to come.

For Morris Buzacott Reserve, the draft Site Development Plan considers:

  • existing facilities and infrastructure
  • the needs of sporting clubs, community groups and reserve users
  • opportunities to improve access, inclusion and the visitor experience
  • future infrastructure renewal and improvement projects
  • priorities for future planning, funding and investment.

The SDP provides a long-term direction for the reserve. It does not mean all identified proposals will happen immediately. Proposals may require further planning and investigation, funding opportunities and relevant approvals.

Proposed projects

The Site Development Plan (SDP) establishes a long-term vision and identifies future priorities for Morris Buzacott Reserve. The draft SDP includes 26 proposals to support future improvements across the reserve.

These proposals are not currently funded or approved for construction.

Before a proposal can proceed, further planning, design, assessment, approvals and funding consideration will be required. Priorities may also change over time and will be considered alongside broader City-wide priorities and available funding.

The proposals cover:

  1. Sports-Based Infrastructure – Proposals that improve and expand sporting facilities to support participation including upgrades to sporting infrastructure including tennis, hockey, cricket, football and netball infrastructure.
  2. Open Space Considerations – Proposals that enhance the functionality, accessibility, safety and usability of the reserve through improvements to parking, pathways, signage, security and recreational opportunities.
  3. Planning and Building – Proposals that renew and enhance clubrooms, changerooms, storage facilities and supporting infrastructure, including improvements to site power, utilities and building sustainability.

Developing the draft plan

To better understand how Morris Buzacott Reserve is used and what may be needed in the future, we worked with reserve user groups, community organisations and key stakeholders to identify priorities, challenges and opportunities.

Between April and June 2025, a series of workshops explored current challenges, future opportunities and infrastructure needs across the reserve. This feedback, together with site investigations, planning assessments and a needs analysis, helped inform the draft SDP.

The draft SDP sets out a coordinated long-term vision for Morris Buzacott Reserve, including potential proposals and renewal priorities to guide future planning and investment.
