Creating new planning policies

Local Planning Scheme Amendments are formal changes to how land can be used or developed across the city. These changes can affect zoning, development potential and the future character of neighbourhoods.

Draft Local Planning Policy 1.23 – Requirements for Local Planning Scheme Amendments (LPP 1.23) sets out clearer and more consistent approach for how proposed Scheme Amendments are prepared, assessed and communicated. It outlines the information applicants must provide, and when preliminary community consultation may occur before a proposal is formally advertised.

What the policy does

  • Improve transparency in planning decisions
  • Ensure proposals are supported bycleartechnical and planning information
  • Encourage earlier engagement with the community on complex or high-impact proposals
  • Supportinformed decision making by Council

In particular, the policy introduces the option for preliminary advertising, which will allow the City to seek early feedback from affected stakeholders before a formal planning process begins.

Opportunities to get involved

At the Ordinary Meeting of Council held on Tuesday, 19 May 2026, Council resolved to endorse LPP1.23 for advertising.
