What is proposed?
A proposal for a scheme amendment has been received to rezone Lot 15 (305 - 307) Stock Road, Palmyra from "Light Industry" to "Service Commercial".
The site is located at the intersection of Sainsbury Road and Stock Road and has an area of 12,004m². It is currently developed as a purpose-built commercial complex, accommodating a mix of bulky goods retail, private recreation and service-based uses across seven tenancies.
The development was originally approved by the City in February 2000 under the former Community Planning Scheme No. 5 (CPS 5) as a showroom/warehouse complex and has operated continuously since that time.
Under the current Local Planning Scheme No. 6, the site is zoned “Light Industry”. As a result, the existing approved uses are classified as non-conforming. While these uses continue to operate lawfully, this classification can create some uncertainty for the ongoing use and future development of the site.
The proponent considers that the current zoning does not reflect the site’s long-standing and established commercial use, which was originally approved by the City and purpose-built for these activities.
At the April 2026 Ordinary Meeting of Council, Council resolved, in accordance with Section 75 of the Planning and Development Act 2005, to initiate Scheme Amendment No. 19 to rezone the site from “Light Industry” to “Service Commercial”.
